| 摘 要： | 图书馆作为知识信息提供机构，面临着如何优化信息资源利用的问题。图书馆的信息资源从产生到价值创造之间存在一个动态的转化过程。图书馆在价值创造过程中，需要从战略管理流程角度进行战略规划，根据外部环境的阶梯式变化要求适时地进行组织结构调整和管理变革、规划和整合资源、转变服务模式，实现基于信息资源的价值创造，从而形成可持续的服务优势。
