摘    要:我国职业教育正在面临着两大发展机遇:加入世界贸易组织和农村地区城镇化.为谋求职业教育的新发展,我们需要对职业教育发展的政策和法律制度进行反思.本文认为,回归服务本位是入世后我国职业教育政策发展的目标选择.在此基础上,本文提出职业教育政策应当进一步规范和均衡职业教育各主体之间的权利和责任,进一步完善法人治理结构,强化职业教育机构内部运营机制,使职业教育进一步加强专业服务的水平,扩大面向农村人力资源开发的职业教育的扶持力度.

Abstract:There are some great changes with the development of vocational education in China: entry into WTO and more and more rural areas becoming towns, which give Chinese vocational education a new chance. And we need to analyze our policy and law of vocational education. This paper considers that the aims of Chinese vocational education development should be returned to the standard of professional service. On this basis, it was said that main bodies' rights and duties should be regulated and balanced, the corporate structures be improved, and the institution's running system be strengthened, which will improve vocational education's professional service, and support the vocational education facing to opening up the rural human resource.
