| 摘 要： | 21世纪将是中国高等教育大发展的世纪,人们已经越来越清楚地认识到,高等教育在21世纪人类发展中将起着起着越来越重要的作用1].党的十六大提出2020年全面建设小康社会的宏伟目标,这更为我国教育的发展带来很好的机遇,同时也提出了更加艰巨的任务.高校的三大任务:培养人才、科学研究和服务社会.其中,最主要的任务是培养人才,就是要把我们的人口资源大国变成人力资源大国.高等教育是整个教育发展的龙头,高等教育的基本形式是高校2].高校的全面、协调、可持续发展是我国高等教育发展提高的基础,而高校在自己的发展过程中必须着重处理好规模、结构、质量和效益的协调发展问题.

| Abstract: | The 21st century is one in which China's higher education develops greatly, people realize more and more clearly that higher education will play a more and more important role in man's development in the century. It was proposed in the Party's 16th plenary session to build all -sidedly a comfortable society in the year of 2020, which brings good opportunity for China's educational development, at the same time it sets a difficult task. Colleges and universities have three tasks:train tall ented people, do scientific research and serve society, among which the most important one is to train tall ented people, that is , to change the country of large population into a country of large manpower. Higher education is in the leading position of the educational development, and its basic form is colleges and universities. The all -sidedness, adjustment and continous development of colleges and universities are the basic for development and improvement of our higher education, and colleges and universities should especially handle well the adjusting development of scale, structure, quality and benifit. |
