| 摘 要： | 中国改革开放初期，在中央与地方的关系中产生了一种新的关系形式，这就是经济体制转型期省级经济特区与中央政府的关系：即省级经济特区与中央政府的领导与被领导关系；省级经济特区创新与中央政府宏观调控的关系；而经济体制转型正是催生省级经济特区及派生出它与中央政府新的博弈关系的主要原因。回顾和研究这一关系，对于我们今天进一步规范中央与地方的权利界限，推动区域经济社会的科学发展，具有明显的理论与实践意义。
