| 摘 要： | 进入新世纪后，我国西南地区掀起水电开发热潮，以怒江为代表的一批拟建中的水坝在国内外引发了激烈争论。本文通过反思国际反坝运动和中国建坝原因，认为中国目前不需要改变水坝发展战略，但是有必要在水坝和水电发展政策和决策机制方面做出调整，包括：改进现有水坝的运行和管理；对包括大坝在内的水工程进行科学选比和流域统筹规划；对流域规划实施环境影响战略评价；将环境影响评价制度全面纳入工程建设管理程序；建立水坝的环境监管体系；改进水库移民政策、保障移民合法权益。

| Abstract: | From the beginning of this century, hydropower has developed dramatically in the southwest of China. The dams proposed to be built, especially on the Nu River, have arose drastic debates worldwide. Based on the analysis of international anti-dam movement and the reasons of China's dam construction, the paper propounds that China don't need to change dam development strategy currently, while some adjustments are necessary to be made on dam and hydropower development policy and decision making mechanism. Recommendations have been introduced as followings: to improve the operation and management of existing dams; to develop integrated river basin planning involving dams and other water projects planning; to implement strategic environmental assessment in the phase of river basin planning; to incorporate environmental assessment institution into decision process of project construction; to set up environmental monitoring system for dam management; to ensure legal rights and interests of population displacement and resettlement. |
