| 摘 要： | 防治一稿多投,期刊编辑部责无旁贷.这些责任包括宣传责任、约定责任、回复责任、发现责任、教育责任和处罚责任.如果编辑部努力担负起这些责任,就可以从投稿的外部环境遏制一稿多投行为的产生和泛滥.

| Abstract: | The editorial department of periodical should be responsible for prohibiting an article from submitting for publication many times.These responsibilities include dissemination,appointment,replying,discovery,education and punishment.If the editorial department of periodical is charged with these responsibilities,the production and pouring of submitting an article many times would be restrained from the outside environment. |
