| 摘 要： | 保障措施作为一种例外和紧急措施，是稳定多边贸易体制的安全阀。以保障措施的立法宗旨作为基础，结合相关的保障措施争议案例，从判例的角度分析保障措施适用中的主要问题：未预见发展，进口量增长，严重损害和严重损害威胁，因果关系。总结了保障措施的预防滥用机制：无选择性、严格程序性、实施适当性和报复手段。

| Abstract: | As an exception and emergent measure,safeguard measures is a safety valve to stable multilateral trade system.Based on the legislative objections of safeguard measure and related cases,this article analyses some key points in applying safeguard measure,including unforeseen development,increased imports,serious injuries or threaten of serious injuries,and casual link,and concludes the system against abuse,which is non-option,strict procedure,proper application and retaliatory means. |
