| 摘 要： | 新闻发言人制度是政府通过新闻媒介与公众沟通的方式,也是政府控制新闻传播的手段,更是实现公民知情权的重要途径。我国的新闻发言人制度从1983年确立,2003年"非典"事件成为关键转折,至今,新闻发言人制度已然深受公民与学界关注。
