| 摘 要： | 实施水利工程维修养护，是水利工程管理体制改革的重要内容和成果．既是新形势下提高灌区工程管理水平的客观要求，也是促进灌区可持续发展的必由之路。水利工程维修养护是一项新的系统工程，涉及方案设计、资金投入、组织实施、技术管理、质量控制、合理运行、整修完善等环节，要求可操作性很强。笔者通过宝鸡峡灌区水利工程维修养护的实践。积累了一些经验．进行了深入思考，只要以不断改革的精神，切实加大维修养护力度．健全工作机制，落实管护责任，加强日常维护，提高管理水平．进一步推进工程管护实现法制化、规范化、科学化、长效化、普及化，就能促进水利工程设施良性运行，为灌区经济发展服务，确保水利工程设施发挥其应有的作用。

| Abstract: | To carry out the maintenance of water conservancy projects is an important content and effect of management system reform of water conservancy projects.It is not only a realistic requirement of improving project management level of irrigation area,but also a key road to enhancing sustainable development of irrigation area.The maintenance of water conservancy projects is a new systematic engineering,relating to scheme design;investment;organization;technique management;quality control;proper operation,and renovation,etc.,which requires strong manoeuvrability.With the practice and experience of the maintenance of water conservancy project in Baojixia irrigation area,the author puts forward that only by reform and strengthening maintenance,improving management,the water conservancy projects can be used more effectively. |
