| 摘 要： | 在目前不少的科研规划和项目指南中,除了设立公开的招标课题(项目)外,还安排了部分定向委托课题(项目)。定向委托课题(项目)的设置,违背了"公平竞争、择优支持"的原则,使某些科研项目失去公平的申请机会,同时难以保证课题研究质量,也助长了"跑项目、轻研究"的歪风。鉴于此,建议在今后的科研规划和项目指南编制中,尽量减少直至取消定向委托课题,尽可能实行公开招标方式发布课题,以提升项目指南的编制质量,实现项目申请的公平、公正、公开。

| Abstract: | In many present research plans and item guides,besides the public tender items,some directional principal items are also arranged.The setting up of directional principal items violates the principle of "fair competition,preferred support",which makes some research items lose the fair opportunities to be applied.At the same time,it is difficult to guarantee the quality of the research item.It also encourages the unhealthy trend of "the item is pervaded to support through the relationship,and the research is made light of".In view of this,in the future research programs and project guide formations,it is recommended that the directional entrust item should be decreased gradually until be abolished.It is as far as possible to implement open bidding issued subject,so that the quality of the project guide establishment can be promoted and realize the fair,the justice and the openness of the project application. |
