| 摘 要： | 党的十六届六中全会提出的“全面努力地构建和谐社会”是我们近期工作、学习的指导思想。国家财政作为重要的财力保障，在构建和谐社会的伟大工程中担负着致力于市场机制和谐、经济运行和谐、社会发展和谐的重要使命，这就客观上要求政府必须强化财政监督，以确保国家财政致力于和谐社会建设目标的全面实现。所以，建立健全财政监督机制，对加强财政监督具有重要的现实意义。本文针对在国库集中收付制度下如何建立健全财政监督机制做了简单的探讨。

| Abstract: | The idea "Working hard to create a harmonious society in an all - round way", which was put forward on the Sixth Plenary Conference of the Sixteenth Session of the Communist Party of China, is our recent working and studying guiding ideology. As an important financial security, the National Finance shoulders important missions of embarking on the harmony of market mechanism, the harmony of economy moving, and the harmony of society developing in the great project of creating a harmonious society. Therefore, the government is objectively demanded to intensify financial supervision. The purpose is to make sure the overall achievement of National Finance's embarking on the objective of creating a harmonious society. So, it is of significance to establish and perfect financial supervision mechanism and to intensify financial supervision. This thesis discusses on how to establish and perfect financial supervision mechanism under the national treasury's focus system of receiving and paying. |
