| 摘 要： | 1990年联合国开发计划署（UNDP）提出了超越GDP核算标准的发展评价尺度，即人类发展指数（HDI）。HDI是从人均GDP、教育指数和预期寿命指数三个维度来测量人类发展。在人类发展指数的测量中，大连市处于高人类发展水平，在人类发展中既有优势，同时也存在不足。针对不足，提出了四点解决的对策：关注公民的素质建设；关注特色文化的建设；关注发展的平衡性；关注发展的平等性。
