| 摘 要： | 电子商务时代，通过电子采购提高效率、降低成本已成为趋势。随着知识进步和信息增长，交易双方的信息不对称、不完全问题日益突出，决策的不确定性问题亟待解决。通过比较分析现有的电子采购机制，提出竞争性多阶段组合式电子采购机制。该机制结合我国国情，集成电子招投标、电子谈判和电子拍卖等交易机制，激励各方披露私有信息以便加强信息共享，通过公平的竞争性集成式谈判促进供应商与采购方的竞争性合作从而最终实现共赢。

| Abstract: | In the E-commerce era,it shows a general tendency that applying E-procurement to improve efficiency and reduce cost.With knowledge advancement and information increase,information asymmetry and incompletion is coming into prominence.So the procurement demand uncertainty needs to be solved urgently.After analyzing the existing E-procurement mechanisms,a new E-procurement mechanism is proposed which is named competitive multi-phase assembled E-procurement mechanism.It is designed considering the situation of our country,and integrating different mechanisms such as E-tender,E-negotiation and E-auction.It incents all partners to disclose their private information to share.With the fair competitive integrative negotiation,the copetition is promoted.In the end,win-win can be achieved. |
