摘    要:高层次人才是高校发展的核心竞争力,但在发展建设过程面临着发展空间受限制、评价标准单一、成长环境不完善等制度障碍,影响其发展与产出,必须从制度上以超常规的思维创新改革,保障高层次人才更快更好发展。
