| 摘 要： | 我国地方政府执行力的发展先后经历了以政治影响力为主导的阶段、重视决策力的推动作用阶段，当前已经进入了一个变革与完善的新阶段，面临新的环境和挑战。目前要发展地方政府的执行力，从决策与执行的过程上看，可以从执行前期、执行中期和执行后期三个阶段，对影响执行力的关键要素进行完善和强化。

| Abstract: | Executing ability is a critical component in building up government's capabilities.The development of the executing ability of local governments experienced two stages: 1.using politics influence as the main urging force;2.emphasizing the decision-making ability.And currently it has entered a new stage,in which it faces new environment and challenge.Furthermore,analyzed from decision-making and implementing process,government's executing ability may be improved by perfecting and strengthening the key element of executing ability in pre-, in-and post-executing phases. |
