| Abstract: | ??All the factors, including the literature support conditions, searching means, the capability of staff members, the cooperation of users and staff members, literature searching, report writing and report checking, etc., which impair the quality of sci-tech novelty search, are investigated. And then lots of measurements, including regulating novelty search agencies, training staff members, specifying the areas of search, unifying the requirements for writing reports, evaluation standards and management are put forward. |
