Publication activity as an indicator of scientific performance

Abstract:This paper discusses the origins of modern policies aimed at encouraging scientific publication activities, the impact of such policies on scientific journals, and the possibility of assessing the effectiveness of research activities on the basis of quantitative indicators for issued journals. It is concluded that it is necessary to improve the methods that are applied for performance assessment in the scientific field. These methods should be based on indicators that take the entire system of scientific activities into account and not only one publication component, which represents the final stage of scientific research.
