| 摘 要： | 基层政府运动式动员存在基层有效治理的困境.为破解基层有效治理难题,国家对基层政府的动员转向项目化动员.项目化动员从基层治理方式、治理逻辑、治理中各级政府之间的关系、政府动员成本、基层政府治理的主体性和主动性等方面来破解基层有效治理难题.基层政府动员转型反映了国家基层治理逻辑和治理模式的变化,也为破解基层有效治理困境,创新社会治理提供了新思路和新路径.

The Transition of the Grass-roots Government Mobilization from the Perspective of Effective Governance |

| Abstract: | There is an effective governance dilemma in the grass-roots governments campaign-style mobilization. In order to solve the problem, Chinese government experiences the transition from the campaign-style mobilization to the project-oriented one. Project-oriented mobilization solves the problems of effective governance from the following aspects of grassroots governance, governance logic, the relationship between government at all levels, the cost of the government mobiliztion and the subjectivity and initiative of grassroots governance . The transformation of grassroots government mobilization reflects the change of national grass-roots governance logic and governance model and provides new ideas and new path for the grass-roots governmeust to solve basic effective governance dilemma and innovate social governance. |
