| 摘 要： | 桂林具有量大质优的水资源优势。经营水资源既是加快以旅游和农林为重点的桂北区域经济发展的现实选择,更是桂林社会经济实现可持续发展的必然选择。经营水资源的核心是合理有效地配置水资源,关键是按“准市场”的要求建立和完善经营机制。通过经营水资源,带动其它资源的优化组合和经济结构的优化升级,使桂林经济逐步过渡到一种多层次、多元化、综合型的系统经济模式。

| Abstract: | Guilin is rich in water resource, the management of which helps the development of tourism, agriculture and forestry in the region, thus being the necessary condition of sustainability. The key of water management lies in allocation of the resources and good management system in accordance with the quasi-market. Successful water management will boost the upgrading of other resources and the economic structure and help develop a multi-level, multi-element and integrated economic pattern in Guilin. |
