| 摘 要： | 采用工商企业管理的理论、方法和技术对公共事务进行管理是当前公共行政管理改革的主流,但公共行政管理职能的特殊性,使这一外力无法触及大部分公共事务的管理。公共行政职能的改革只能从其内在的运行机制上寻找路径,针对管理运行的不同程序和层面,拟制可操作的有效制度措施,对各个层面加以约束、控制,以提升公共行政管理绩效。
