| 摘 要： | 政府在公共教育资源配置中的作用与效率问题是个世界性难题。实践证明,政府自己生产教育服务产品以满足人们的消费需求,并不是最有效率的制度选择。实行教育服务政府采购,是一条提高政府教育投入与管理效率的新路径。实现教育服务政府采购,能让公共教育服务的安排者(政府)剥离现有的教育服务生产职能,集中力量去搞好教育行政管理,高效地提供充足的公共教育资金;能让公共教育服务的生产者(学校)通过竞争,提供更多质优价廉的教育服务产品;能让公共教育服务的消费者(学生)自主选择需要的教育服务。
