| 摘 要： | 作为社会规范，法律和道德都是对人们行为进行约束的不可或缺的重要手段，都对社会整合、社会稳定具有同等重要的维系作用。它们既相互区别，不可替代，又相互联系，相互作用，彼此补充；它们的调控范围在存在契合性的同时，也存在着巨大的差异性。基于此，我们在建设有中国特色社会主义过程中，必须充分发挥法律和道德的作用、功能，“把依法治国与以德治国紧密结合起来”，法德并举。只有这样，二者方能协调发展，相得益彰。也只有这样，才能全面建设好小康社会。

| Abstract: | The law and the virtue both are important means to keep the people within the bounds of discipline, and play a vital role in maintaining the social stability. Though having different functions in the adjustment of the peoples actions, they are supplementary for each other. For this reason, in the process of building a well-off society in an all-round way, we must make full use of the functions of the law and the virtue, i.e., we must follow the principle of running the country by combining the rule of law with the rule of virtue. |
