摘    要:针对在节能减排背景下的班轮航线配船与航速优化问题,通过引入碳税政策,将船舶的CO2排放量转换成碳税成本,以班轮周总营运成本最小化为目标,建立航线配船与航速优化非线性规划模型,并设计结合枚举的逐步逼近求解算法。选取4条集装箱班轮航线,利用标准算例库中的数据进行数值试验,结果验证了模型和算法的适用性和有效性。敏感性分析表明:随着碳税税率的提高,船舶航速呈现下降趋势,航线配船数量则呈现增加趋势;虽然船舶周总营运成本增加明显,但总CO2排放量却在下降,且下降幅度逐渐变小。

Fleet deployment and speed optimization of liners considering carbon tax cost

Abstract:For the liner fleet deployment and speed optimization issue under the background of energy saving and emission reduction, the volume of carbon emission of liners is transferred to the carbon tax cost by introducing the carbon tax policy. A nonlinear programming model of fleet deployment and liner speed optimization is established with the objective to minimize the total weekly operating cost of liners. The successive approximation algorithm combined with enumeration is proposed. The numerical test of four container liner routes is conducted with the data selected from the standard example base. The results verify the applicability and effectiveness of the model and the algorithm. The sensitivity analysis shows that: the liner speed slows down and the number of deployed ships goes up with the increasing of carbon tax rate; though the total weekly operating cost of liners increases obviously, the total volume of carbon emission decreases and its decreasing scope appears to be narrower.
