论第三部门的兴起与公共政策主体的创新——以民间环保组织参与政策过程为例

摘    要:第三部门的兴起带来了社会治理环境的变迁,这对公共政策创新具有新的启示意义。第三部门作为新的公共政策主体,可以逐渐实现公共政策由“政府内生型”向“政府外生型”转化。但我国的第三部门在参与国家环境政策制定和实施社会监督的功能及成效不明显,因此要明晰政府与第三部门的关系,确立其参与政策过程的法律地位与程序,以更好发挥第三部门影响政策过程的作用。

Abstract:The rise of the third sector brings about changes in the social governance environment, which gives inspiration to public policy making. The third sector, as a new public policymaker, can realize public policy's transformatian from "endogenous" type to "external" one. However, the function that China's third sector participated in the national environmental policy formulation and community supervision is ineffective. It is necessary to clarify the relationship between the third sector and government, and establish its legal status and procedures of participating in the policy making in order to better play the role of impacting the policy - making process.
