| 摘 要： | 我国城市居民最低生活保障制度之所以能够普遍建立起来,关键在于中央政府的全力支持,并在资金上给予保证。因此,建立农村最低生活保障制度,关键是要践行科学发展观,统筹农村低保资金,加大中央财政转移支付力度,突破资金瓶颈是建立农村最低生活保障制度的关键所在。
