高校实施教师聘任制的现状调查及政策建议

摘    要:高校教师聘任制改革是高校内部管理体制改革的重要环节。根据实际调查,我国高校教师聘任制改革在调动教师积极性、提高学校办学绩效和效益、优化师资队伍结构等方面取得了明显效果。同时,聘任制在实施中也存在聘任合约不明确、考核及晋升标准不合理、强调量化指标、考核受人为因素影响等问题。应在岗位聘任制和对教师适当分类基础上,继续完善固定期限聘任和无限期聘任为主体的多种聘任方式,建立教师和学校之间真正的自由聘任关系和市场化教师用人机制。

A survey of the teacher employment system in colleges and universities and suggested countermeasures

Abstract:The reform of teacher employment system is an important part in restructuring the internal management system of universities.According to the field investigation,the teacher employment system has made progress in mobilizing the teachers' impetus,improving education efficiency and optimizing the composition structure of teachers.At the same time,there exist outstanding problems such as unclear employment contract content,unreasonable standard of approbation and promotion,effect from man-made factors during approbation,and so on.So,based on the basis of the employment system and appropriate classification of teachers,we ought to further improve a multiple employment system with fixed and unfixed systems as its core.In this way,we can establish a real sense of free employment between a university or college and its teachers and establish market-oriented teacher employment mechanism.
