| 摘 要： | 21世纪,县域经济作为中国全面建设小康社会的基本载体,已成为关系提高综合国力和全面推进现代化建设的战略问题。目前,中国县域经济的主要特征是差异性和发展的不平衡性,另外还有一个明显特征是发展的自组织性。2052个经济县域,虽然各自情况千差万别,但在发展思路上还是有共同之处。笔者将此概括为县域经济的"一、二、三、四、五、六"。"一"是指"一县一色"的发展战略;"二"是指必须要消除的城乡二元结构矛盾;"三"是指要从根本上解决"三农"问题;四是指全面促进县域经济发展的"四化"进程———市场化、工业化、农业产业化和城镇化;"五"是直接壮大县域经济的五股力量———民营经济、园区经济、配套经济、生态经济和劳务经济;"六"是指县域经济发展必须正确处理的六大关系———人地关系、发展与改革的关系、政府与企业的关系、外资与内资的关系、引进人才与留住人才的关系以及县域金融环境中贷款难与难贷款的矛盾关系。

| Abstract: | The county economy is the fundamental carrier of the construction of the well-off society in the 21~st century, and has become one of the strategic issues to enhance our comprehensive state power and economic development. At present, our county economy is characterized by discrepancy and imbalance in regional development, and especially by economic autonomy. However, there are in the 2052 counties similarities which the author summarizes into six characteristics. They comprise the features of individual county economic development, elimination of the contradiction in the urban and rural dichotomy, the solution of the problems concerning agriculture, village and farmers, etc.. The solution of these problems is conducive to the further development of county economy. |
