| 摘 要： | 随着改革开放的不断深入和城市化进程的加快,城市社区已成为各种矛盾和利益交织的场所,承载着社会变革所带来的巨大压力。当前,社区公共产品需求增长与供给不足之间的矛盾已经成为一个突出的问题。传统体制下的政府单一供给模式已经解体,而新的供给体制还没有真正形成,致使城市社区公共产品的供给出现政企不分、资金短缺、低效率、产品短缺等问题,不利于城市居民生活质量的提高和居住条件的改善。从我国城市社区公共产品供给不足的现状出发,结合我国城市发展的基本情况,为建立一套有效的城市社区公共产品供给机制提出相应的政策建议。

| Abstract: | With penetrating thoroughly into the reform and open policy and quickening the urbanized advancement, the urban community has become the place in which each kind of contradiction and the benefit interweave, and it loads bearing the huge pressure which socialist system brings. At present, it becomes a prominent question about the community public product’s demand growth for people and the supplies insufficiency. Under the traditional system, sole supply pattern of the government has already disintegrated, but the new supplies system has not formed truly. So it causes some problems on the supplies of urban community public products, such as enterprise management combining with government administration, the fund shortage, the low efficiency, the product shortage and sole, and it is not good for enhancing quality of life of the city people and promote their living taste. From the situation of the insufficient public product supplies in our country urban community, combining with the basic situation of our country urban development, and in order to establish a set of effective urban community public product supplies mechanism, the article has put forward the corresponding policy proposal. |
