| 摘 要： | 我国以优惠为主的内外有别的外资政策已经完成了阶段性的使命 ,应该对外资政策进行适时调整 :1 .逐步取消内外有别的优惠税率 ,扩大外商的市场准入范围 ;2 .对吸收外资的方式进行创新 ;3.进行制度创新 ,增强对外资的吸引力 ;4.使外资政策向新的经济增长点倾斜。

| Abstract: | Our foreign investment policy used to be heavily influenced by a concept of differentiated treatments of home and foreign capital. This policy, however, has fulfilled its goal and is now subject to timely change. In this article the author offers four suggestions to adjust our foreign investment policy. First, gradually eliminate the differentiated attitudes towards home and foreign capital in applying policy of favorable taxation rate, and allow foreign investment larger scale of marketing. Secondly, innovate ways of attracting foreign investment. Thirdly, undertake systemic innovation to encourage greater quantity of foreign investment. Fourthly, channel the foreign investment policy into favoring new aspects of economic growth. |
