| 摘 要： | 从政策方案的角度来看,独立学院办学政策制定存在程序和内容失范现象,个别政策方案违反了信息完备、民主参与、系统协调、现实可行和稳定可调原则。从政策执行的角度来看,独立学办学政策执行主体在利益博弈中面临执行困境:对独立学院办学政策执行出现的偏差采取"默认"态度,对多元利益主体的多重政策目标冲突采取"容忍"态度。

| Abstract: | From the perspective of policy scheme,there are several problems in independent college policy,for example,the anomie in establishment process and content,violation of the practical and feasible principles by individual policy scheme such as complete information,democratic participation,coordination,stable and adjustable principle.In the view of policy implementation,the implementing subjects of the independent college policy always face some difficult negotiations in the interest game; they ignore deviation in the independent college policy implementation and tolerate the multiple policy objectives conflict of multi-stakeholders. |
