| 摘 要： | 近几年山西省初中教育经费运行状况虽有所好转,但仍然存在投资比重下滑、投资不均衡、投资的质量不高、农村教育经费转移支付下拔渠道不规范、投资体制不完善等问题。为解决这些问题,政府宜采用分类转移支付、规范投资行为、完善教育经费转移支付制度、强化督导激励机制等策略。

| Abstract: | Although it is better than before in the use of educational funds in the junior secondary school in Shanxi Province ,there still exist such problems as the declining proportion and imbalance of educational investment,low quality in investment, irregularity of the transfer investment to rural education and imperfection of investment system. In order to solve these problems,the government should take the following measures:classifying the transfer investment,regulating the investment conduct,improving the educational transfer system,and enhancing supervision and stimulation system. |
