| 摘 要： | 陕西、四川和重庆等西部局部地区经过国家的长期支持和发展,不仅聚集着强大的承担"国家使命"的科技资源,而且吸纳科技成果的高新技术产业与装备制造业及军工产业较为发达,区域内国家创新能力较强.因此,这些地区区域创新体系的建设应充分利用其国家科技能量首先在本区域释放、国家科技资源布局的区域"根植性"、技术能力的非流动性和技术知识溢出的"空间局限性"等有利条件,通过国家创新体系区域化的路径,进一步以思想观念创新为先导,克服为科技而科技、轻科技产业化和区域创新体系建设盲目靠拢国家创新体系目标的认识误区;以体制制度创新为主导,强化政府的引导作用和以大力发展地方科技为基础,提升区域吸纳利用国家科技能力等措施,建立完善其区域创新体系,深化西部大开发,带动西部经济又好又快发展.

| Abstract: | After the long-term support and development,Shaanxi,Sichuan and Chongqing and other western areas,not only assemble lots of national scientific and technological resources which have a commitment to"national mission",and high-tech industry,the equipment manufacturing industry and the more developed military industry,by the way,the national innovation capability ale more developed.Therefore,these areas of the building of regional innovation system should make full use of favorable conditions,such as its national science and technology of energy released in the region first of all,the"rooted" layout of the national scientific and technological resources of the region,in the non-movement of technical capacity and technical knowledge overflow "space limitations" etc.,through the regionalization of national innovation system of the path,to deepen the development of the western region,to promote good and fast economic development of the western region,by Further innovative ideas for the pilot to overcome blind misunderstanding of "for the technology and science",light-tech industries and regional innovation system to move closer to a national innovation system goal;to the institutional system of innovation--oriented guide to strengthen the role of government and to develop local technology-based to enhance regional capacity to absorb the use of measures such as national science and technology.establish and improve its regional innovation system. |
