| 摘 要： | 在以人为本发展观中探究发展与人之间的关系时，首先要明确的是，人在发展观中的定位问题。因为人不仅仅是发展所关照的目的，人首先应是发展之源，人对于发展观念来说具有本体论的意义。人对自我的体认以价值观的形式，引导着发展之形成，影响着发展之变迁。
