| 摘 要： | 我国大学的科研在国家科研系统中占据着重要地位,目前我国形成了大学系统和科学院系统并列的科研体制。大学的科研体制具有自己的特点,可分为管理体制、拨款体制以及评价激励机制和成果产出与转化机制等。当前,大学的科研体制存在着管理缺乏统筹安排;政府主导的科研经费投入使大学科研过于依赖政府的战略选择;科研评价激励机制不甚合理;科研成果与产业界相脱离,转化率低等问题。应注重大学和科学院系统的合作与分工,调整大学内部科研管理体制;加大对大学科研经费的投入,实现科研经费投入渠道的多元化;建立科研“全面激励机制”,坚持正确的科研评价导向;大学科研应更多地关注社会的需要,提高服务社会的意识。

| Abstract: | The scientific research in our universities occupies an important position in the national scientific research system. The university research system is juxtaposed with academy of sciences system. University scientific research system has its own characteristics. It can be divided into management system, appropriation system, evaluation and inspiration mechanism, achievement outcome & transformation mechanism etc. At present, university scientific research system has some problems: the management is lack of overall arrangement; the scientific research funds dominated by government making university scientific research reply on the government strategic choices too much; the scientific research evaluation and inspiration mechanism is not very reasonable and scientific research achievements separate themselves from industrial direction with low transformation rate. We should pay much attention to the cooperation and division between university system and academy of sciences system, readjust the university interior scientific research managment systems, increase the investment of university scientific research funds to realize diversified channel for the investment of scientific research funds, establish overall inspiration mechanism of scientific research and adhere to the correct scientific research evaluation orientation. The university scientific research should pay more attention to the social needs and improve the awareness of serving for the society. |
