| 摘 要： | 我国政府对社会的治理,正处于从社会治理模式中的科学型管理模式向服务型管理模式的转变时期。公共管理作为一种服务型的社会管理模式,它是以道德为基础的社会治理选择,目的是实现社会"公共利益"。文章对中国历史上,公共伦理化制度构建的相关轨迹进行梳理,以期对现代中国社会公共管理伦理化制度的构建产生积极的作用。

| Abstract: | Chinese government's governance of society is in the transitional period from the science-based management model to the service-oriented one.As a service-based public management model,public management is the choice for social governance based on morality,with the aim of achieving public interest.This paper tracks the developing path of public ethical system in Chinese history in order to contributing to the establishment of modern Chinese public management ethical system. |
