| 摘 要： | 党委领导下的校长负责制符合我国高校社会主义性质的办学特点,是保证高等教育为中国特色社会主义事业培养合格建设者和接班人的客观需要。但由于新建本科院校一般由多所办学层次参差不齐的学校合并而成,还面临着对党委领导下的校长负责制的科学内涵认识和理解不准确、校内机构设计不完善、领导班子不和谐、管理制度建设滞后等困难。需要新建本科院校通过准确理解党委领导下的校长负责制的科学内涵、合理设计内部管理机构、优化领导班子结构、加强本科办学管理制度建设、探索党政合一领导体制等破解当前面临的困境。

| Abstract: | The principal responsibility system under the leadership of the party committee conforms socialist school-running features in China,is the guarantee to cultivate the builders and successors for the characteristics of the socialist cause in Chi-na.But the newly-founded undergraduate university formed by many different levels colleges in school-running,and faced a lot of difficulties in understanding the scientific connotation inaccurate about the principal responsibility system under the lead-ership of the party committee,the institutions is not consummate in campus,the leadership is not harmonious,the management system is lagging.The newly-founded undergraduate university need to break the plight through understanding the scientific connotation about the principal responsibility system under the leadership of the party committee accurate,to design the internal management mechanism reasonable,to optimize the structure of leadership,to strengthen the construction of undergraduate edu-cation management system,to explore the leading system and joining together of party and government and so on in present. |
