| 摘 要： | 中小企业是国民经济的重要组成部分，中小企业对国民经济的增长、社会就业、活跃经济、技术创新有异常重要贡献，大力发展中小企业是各国经济发展中的一重大命题。由于信息技术和制造技术的进步，中小企业可通过适合的网络组织整合和利用外部资源，取得与大企业同样的规模经济效益，弥补其由于规模小、资金缺乏及技术创新、抵抗风险等能力的不足。

| Abstract: | Small and medium enterprises are a component part of national economy, which have made an extraordinary contribution to the growth of national economy, social employment, economic invigoration and technological innovation. Making a great development of the small and medium enterprises is a main task of the economic development in various countries. With the advancement of information technology and manufacture technology, the small and medium enterprises are able to integrate and utilize external resources to gain the same benefits of scale economy as large enterprises, remedy the disadvantage of its small scale, poor funds, week technological innovation and poor anti risk through the network organization. |
