| 摘 要： | 政府手中所拥有的大量信息资源蕴涵着巨大的经济价值,而这种潜在价值的实现主要有两种途径:一是政府自身的商业化信息增值开发;二是通过合同外包、特许经营、用者付费、民营化等市场化开发模式。文章认为在我国并不提倡政府自身的商业化信息增值开发业务,而应该重视市场化运作渠道,同时对市场化开发模式进行了深入探讨,指出合同外包、特许经营、用者付费、民营化等模式都已在政府信息开发实践活动中得以应用,并取得明显成效。
