| 摘 要： | 在依法治国的背景下,党的领导职能应随之调整和转变,才能加强党的领导和提高党的执政能力。要有效实现党的政治领导,党的领导职能要把握好权力领导和非权力领导、全面宏观领导和具体工作领导、领导群众和依靠群众的关系。

| Abstract: | In the background of "Running Our Country by Law", the functions of our Party's leadership should adjust to it and make some changes. Only by this can our Party enforce its leadership and improve its abilities of being at the helm of the state. This article, from the perspectives of theory and reality, points out that exerting the functions of our Party's leadership should deal better with the relations between the leadership of power and non-power, between all-side macro-leadership and the leadership in specific work, and the relation between leading the masses and depending on them. |
