| 摘 要： | 长三角港口发展的历史和现状都证明，充分竞争是克服计划经济体制下束缚港口发展的种种弊端，彻底解放港口生产力，充分发挥港口在区域经济外向型经济中龙头作用的根本保证。大力提倡和开展港口间的合作竞争，就要进一步完善市场经济体制，提高现有各级政府在港口发展中的服务意识，发挥港口企业在资源整合中的主体作用，全面开展港口间的合作竞争，从而解决港口生存和发展中的问题。目前，长三角港口之间的合作竞争虽然已初现端倪，但还远远不够。

| Abstract: | The historical and present development of ports in the Yangtze River Delta reveals that a full competition can guarantee to eliminate all drawbacks that hindered the development of ports in the system of planned economics, to completely emancipate the productive forces of ports, and to fully ensure the leading roles of ports in regional economy and export-oriented economy. However, the centralized management and distribution of port resources have produced the duplication of similar projects and low efficiency among ports in the Delta. Therefore, both cooperation and competition should be promoted and conducted, so as to solve all the problems in the survival and development of ports in the Delta. |
