| 摘 要： | 1999年,广东率先在我国开展地方科研机构科技体制改革.对广东省属科研机构的调研和分析表明:技术开发类、咨询服务类和公益类科研机构的改革都取得了明显的成效,积累了经验,但也暴露出了不少的问题和矛盾,需要通过进一步深化改革来解决.完善经费投入机制、加强人才队伍建设、改善政策环境、健全制度与机制、改进体制与结构、完善基础设施、进一步提高综合效益,是广东省属科研机构进一步深化改革应该重点解决的问题.
