| 摘 要： | 新公共服务理论认为,以公共利益为目标的政府应将提供相关服务以帮助独立学院发展作为目的,而非"控制"或"驾驭"独立学院。面对独立学院发展中政府角色定位存在的问题,提出完善独立学院发展中政府角色定位的建议:即明确独立学院的法律地位;理清独立学院的法律关系;推进独立学院依法治校;加强对独立学院的政策扶持;给予独立学院必要的财政资助;积极培养和发展独立的第三方服务组织。

| Abstract: | As for the new public service theory, the government, taking the public interest as their vocation, should consider providing related services to help the development of Independent College as the objective, rather than a ＂controller＂ or ＂master＂ in independent college. Facing the problem of the government＇ s role in the development of independent college, this paper puts forward suggestions to solve them. First, define the legal status of the independent college; second, clarify the legal relationship between the independent colleges and their affiliated universities; third, promote the administration of Independent College by law; fourth, strengthen policy support for the independent college; fifth, supply the independent colleges necessary financial support; and sixth, cultivate and develop the independent third party service organizations. |
