| 摘 要： | 我国公共危机事件频发并呈现复杂化和多样化的特点使得政府难以独自应对公共危机,因此,非政府组织开始进入公众的视野,非政府组织因其政策倡导功能、公共服务功能和社会治理功能有利于应对公共危机。但是,当前我国的非政府组织参与公共危机的管理还存在不足因素,受到我国现行政府制度的制约;自身发展的不足和组织性质模糊的影响,因此,应完善非政府组织参与公共危机管理的各项举措。
