| 摘 要： | 当前世界各国政府责任问题受到重视,直接根源于全球化所导致的风险和危机的加深。在全球化进程中能够而且必须负责任的国家,是那些在国际事务处理过程中发挥作用的国家,发挥的作用越大,所承担的责任也越大。全球化视野中的政府道德责任内容包括：在国内治理方面,政府应积极推行以＂民主、法治、效率、透明、廉洁、负责、合作、参与和公正＂为主要标准的＂善治＂,将＂以人为本＂作为自己的伦理准则;在全球治理方面,政府应积极履行合作治理、科学发展的道德责任。
