| 摘 要： | 进入21世纪以来，我国省部级高官的腐败现象呈现有增无减之势，高官腐败问题已成为中国经济的致命问题和中国的头号问题。本文就腐败高官落马纪实来剖析其特点，通过权力制约权力、权利制约权力和责任制约权力的法理分析，提出了有效预防高官腐败的举措。

| Abstract: | Entering the 21st century,the corruption of provincial or ministerial officials has become progressively worse in China.The corruption of senior officials has become the fatal problem in Chinese economy and the primary problem in China.This article analyzes the features of the senior officials' corruptions through the real cases,and proposes some measures to prevent corruptions,from the jurisprudence analysis of the restriction by power,by right and by duty. |
