| 摘 要： | 依托我国体育事业总体发展趋势背景,结合对体育服务产业环境特征的分析,梳理总结了公众体育服务产业化发展的制约因素,指出设立政府引导产业基金是高效推进公众体育服务体系建设市场化的创新举措,并以客户、服务企业、基金三方主体的整合价值链模式对该创新机制进行结构化设计与论证。

| Abstract: | Depending on the total developmental tendency of sports undertakings of our country, combining with the character a- nalysis of the environment of physical service industry, this paper organizes and summarizes the restrictive factors for the indus- try development of public physical service, expounds the innovative measure to establish government-guidance fund so as to pro- mote the marketization system of public physical and healthy service, designs and demonstrates the structure of innovative mech- anism by programming the mode of integrating value chain for customers, service enterprises and fund. |
