| 摘 要： | 以往研究范式是把恢复盐务稽核机关和稽核制度作为南京国民政府放弃反帝立场、继承北洋政府衣钵的标志。事实上,南京国民政府曾同列强进行过坚决的斗争,并成功收回盐政主权。南京国民政府恢复盐务稽核机关和稽核制度,主要为提高盐政效率,而改造后的盐务稽核机关已彻底为我所用,不再是列强控制中国盐政的工具。

| Abstract: | Traditional researching paradigm regarded the restoring of the salt institutions of foreign inspector and the salt system of foreign inspector of Nanking National Government as the symbol that it had renounced anti-imperialist stand and maintained the legacy of the Northern Warlord Government.In fact,Nanking National Government recalled the independent sovereign right of salt administration successfully after resolute struggle with the foreign powers.Raising salt administration efficiency was the main reason of restoring the salt institutions of foreign inspector and the salt system of foreign inspector of Nanking National Government.The restored salt institutions of foreign inspector had already been of our own after a series of reforms. |
