| 摘 要： | 农村公共卫生服务供给自新中国成立以来经历了三个阶段后,新型农村合作医疗制度终于得到逐步落实,但是过去六十多年中农村公共卫生服务均等化的目标从未真正实现,农村公共卫生服务供给的缺位、错位与不到位,制约了农村的良性发展。社会的发展需要公平、公正的政治、经济环境,因此迫切需要农村公共卫生服务供给体制有所创新,以解决传统政府垄断体制下所造成的供给危机。

| Abstract: | The construction of a harmonious society with justice value pursuit is an essential task facing our country today. However, there is a divergence of how to equal allocation of resources of public services in the current society, and the supply of public health services is a good example. The supply of rural public health service has experienced three stages since the founding of the People＇s Republic of China. It starts from the rural cooperative medical care, to the disintegration to the struggling of rural medical and health institutions, and public health, the rural public health supply, dislocation, countryside. Social New Rural Cooperative Medical System of the rural collective to the attention of the economy which leads problems of the rural gradually realized. But more than 60 years of service equalization has never really achieve it, the absence of rural public health service and does not reach the designated position, restricts the healthy development of the development needs impartial political and economic environment. There is an urgent need of rural public health service delivery system to be innovative to resolve the supply crisis caused by the monopoly system of traditional government. |
