| 摘 要： | 走私物品有其市场是因为购买走私物品可以获得更多的消费者剩余,而走私的存在影响国内生产供应,扰乱市场秩序,破坏竞争,减少财政收入,损害国家利益,所以它是危害极大的犯罪行为.高额利润的存在是走私经常发生的根本原因,体制不健全,打击不力等也是不容忽视的因素;根治走私的对策是制定合理的进口政策,营造公平的国际市场竞争秩序,加大对走私的查处力度.

| Abstract: | Smuggled goods has its market, because by purchasing smuggled goods the purchaser can obtain more consumer's surplus, but the existence of smuggling affects domestic production supply, disturbs market order, disrupts competition, reduces financial revenue and harms the interests of the state. Therefore, it is a very harmful criminal offence. The existence of juice is the basic reason for the constant happening of smuggling. In addition, imperfect system and lack of hitting power are also factors that shouldn't be ignored. Countermeasures to be taken to control smuggling radically are:establishing rational import policy, constructing fair international market competition order and strengthening preventing and countering smuggling measures. |
