| Abstract: | The building of socialist harmonious society is a major issue to the government. Being a general form for the government to administer social and economic affairs, enforcing the law I administration plays an essential role in the building of socialist harmonious society. Around transforming the government's function, advancing administering affairs in accordance to law is the core of building socialist harmonious society. |
